The Bath County Public Library offers a variety of programs designed to support learning, creativity, and community connection. From hands-on activities to seasonal reading programs, there’s something for every age and interest.

Standards of Public Conduct

Bath County Memorial Library

The Bath County Memorial Library is committed to providing a clean, comfortable, and safe environment for all patrons. Our facilities are shared spaces intended for reading, researching, studying, writing, meeting with others, and attending library or community-sponsored programs and events.

Any behavior that disrupts or interferes with library users, staff, volunteers, or the use of library materials and facilities is not permitted.

Prohibited Conduct

Examples of inappropriate conduct include, but are not limited to, the following:

  1. Engaging in any activity that violates federal, state, or local laws, or library policies, while in the library or on library property.

  2. Disorderly conduct or the use of language or behavior likely to provoke violence or disrupt others.

  3. Inappropriate use of library property, including restrooms.

  4. Being under the influence of alcohol or illegal drugs, or selling, using, or possessing illegal drugs on library property.

  5. Soliciting, selling, petitioning, panhandling, distributing written materials, or campaigning in the library or on library property without written permission from the library.

  6. Entering or remaining in the library without shoes, a shirt, or appropriate clothing.

  7. Failing to follow the Library’s Internet Use Policy or time limits for computers, equipment, study rooms, or meeting rooms.

  8. Failing to supervise a child for whom you are a parent or legal guardian.

  9. Restricting or limiting the movement of others by bringing large bundles, carts, bicycles, or similar items into the library.

  10. Sleeping on library property owned, operated, leased, occupied, or controlled by the Bath County Memorial Library.

Enforcement and Authority

The Library reserves the right to address conduct not specifically listed above if it is deemed by library staff to unreasonably interfere with the use of the library by others or with the duties of library employees.

Library staff will enforce these standards in a fair and reasonable manner. When staff believe that the health, safety, or security of patrons, staff, volunteers, or facilities is threatened, they may take appropriate action, including asking a patron to leave library property and/or contacting law enforcement.

Patrons who violate the Standards of Public Conduct may be subject to suspension of library privileges, exclusion from the library, and/or legal action.

To maintain an orderly and welcoming environment, any staff member of the Bath County Memorial Library is authorized to determine whether a patron is not complying with library policies and standards. The Library Director delegates this authority to Library Supervisors and, by extension, to all library staff members. Decisions will be made using best judgment based on the circumstances at the time.

Any individual whose library privileges have been suspended may request a review of the decision by the Board of Trustees.

These standards are in place to ensure a welcoming and respectful environment for everyone.

Meeting Room Rental Policy

Bath County Memorial Library

The Bath County Memorial Library offers meeting room rentals to community members for a variety of uses, including meetings, birthday parties, bridal or baby showers, and similar gatherings. Two meeting rooms are available for public rental for a nominal fee.

Available Meeting Rooms & Fees

Brenda Vance Meeting Room (Large Conference Room)

  • $25 room rental fee

  • $25 refundable cleaning deposit

  • $50 total

Kentucky Room (Small Conference Room)

  • $25 room rental fee

  • $25 refundable cleaning deposit

  • $50 total

Room Rental Guidelines

  • Renters must pay both the room rental fee and cleaning deposit in full at the time the reservation is made. Payment may be made by cash or check.

  • The cleaning deposit is refundable if the room is returned in the same condition in which it was received. If the room is determined to be in unsatisfactory condition by the Library Director and/or facilities staff, the deposit will not be refunded.

  • If the room is found to be in satisfactory condition, the cleaning deposit will be refunded by check and mailed to the renter. If payment was made by check, the Library reserves the right to allow sufficient time for the check to clear before issuing any refund.

  • Refunds will be issued by mailed check only. Renters are responsible for ensuring that a current and accurate mailing address is provided at the time of reservation.

  • Deposit refunds will be issued within 5–10 business days following the event.

  • Room preparation is permitted only on the day of the event. If the room is not reserved for another event prior, renters may access the space up to two hours before the scheduled start time. Preparing the room the day before an event is not permitted.

  • All room setup beyond basic cleaning—including decorations, furniture arrangement, and supplies such as extra tables or trash bags—must be completed by the renter. Library staff are not responsible for room setup.

  • Rooms must be returned to their original condition. If excessive mess, damage, or additional cleaning is required, the renter will forfeit the cleaning deposit.

Meeting rooms are provided to support community use while ensuring library spaces remain accessible and welcoming for all patrons.
